MORENO VALLEY, Calif.

A bird's nest in the Theodore Street overpass in Moreno Valley has caused a halt to the reconstruction project. Federal law prevents Caltrans from moving the nest, which is home to some migratory birds. Until those birds leave, the project cannot be completed. "On this bridge there are two nests. One nest has the mother, who is a Say's Phoebe. She's all by herself. The other nest has three nestlings in it," said Mario Mariotta of Caltrans. Caltrans said it has more of these kinds of delays than people think, but it's not as often anymore because of the drought. "More birds can come and in these nests we still have eggs in one and hatchlings in another. We're looking at possibly a couple of months or longer. It could be some time," said Terri Kasinga of Caltrans.
