To cheap to fix it , but still wants the rent.. I know one place in Barstow and in the Victorville that uses the same key to every other apartment.

The rent is cheap. and code enforcement won't enforce. what is the city paying you for are are you getting kick backs..
these are supposed to be professional rental agency. But instead they put your tenents lifes in jeopardy. do you know as a landlord what they are doing or do you just don't give a damn.
